  UNION OF SURVEYORS AND LAND MANAGERS IN BULGARIA traces its origins back to the establishment of the Engineers-Surveyors Group in 1922 within the Bulgarian Engineering and Architectural Society (founded on March 3, 1893). Following several name changes—the Association of Engineers-Surveyors (1937), the Geodesy Department (1949), the Geodesy Section (1957), and the Scientific and Technical Union of Bulgarian Surveyors and Land Managers (1965)—it adopted its current name in 1990.

  Its long-serving Presidents have made an enormous contribution to the modern and stable development of the USLMB – Prof. Dr. Eng. Vasil PEEVSKI (for 34 years) and Corr. Mem. Prof. Dr. Eng. Georgi MILEV (for 24 years).

• The USLMB carries out a wide range of activities: organizational, scientific and technical, international, publishing, contact and cooperation with state institutions, private companies, and other organizations, professional advocacy, financial management, and other operational duties. It organizes international and national symposiums, conferences, and seminars, conducts national and regional meetings, and publishes proceedings from these and other events.
  Since 1961, the Union has been publishing the scientific and technical journal Geodesy, Cartography, Land Management.

  USLMB's Participation in FIG

  Bulgaria became a member of FIG in 1959, represented by the Union of Surveyors and Land Managers in
  Bulgaria (USLMB), when the President was Prof. V. Peevski. Under his leadership, the USLMB:
  — Maintained membership in the federation and was represented by the Union's President in the bodies and institutions of FIG;
  — Hosted the 31st Meeting of the Permanent Committee in 1964 in Sofia, held in the hall of
  Народното събрание;
  — Led FIG during the 4-year period from 1982 to 1985, as 5 out of the 7 Bureau members
  the federation are from Bulgaria;
  — Organized the XVII Congress of the federation and the 50th meeting of the Permanent Committee in 1983 in
  Sofia;
  — In addition to the congress in Sofia, the Bureau organized and held the meetings of the Permanent Committees in
  FIG in Hague and Tokyo;
  — Bulgarian representatives served as chairs of FIG commissions;
  — Has national representatives in the federation's 9 commissions;
  — Earned high authority and prestige for Bulgarian surveyors within FIG circles.

  USLMB continues its active membership in the federation following the retirement of Prof. Peevski from
  the position of President of USLMB in 1990 and the assumption of the presidency by Corr. Member Prof. G. Milev. Along with this:
  — Post-1990, USLMB continues to be represented by the Union's President in the bodies and institutions of FIG, actively participates in the work of the Federation, and regularly pays its substantial membership fee;
  — Has organized since 1990 the annual international symposium with main sponsor FIG on the topic "Modern Technologies, Education and Professional Practice in Geodesy and Related Fields".
  — Has permanent representatives in the 11 commissions of the federation;

  — Participates in the work of some of the permanent and temporary institutions of FIG, e.g., in a temporary
  commission for creating a short and comprehensive definition of the term "Surveyor" (G. Milev) and others;
  — Our representatives participate with papers and reports in individual FIG commissions during events organized by FIG;
  — A large portion of FIG events have been and continue to be covered in the pages of the Union's journal "Geodesy, Cartography, Land Management";
  — Organized other symposiums and conferences with international participation;
  — Our representatives participate in the work of congresses, General Assemblies, Working Weeks, etc.

  The current Statute was adopted by the Third Congress of the Union of
  Surveyors and Land Managers in Bulgaria, held on November 23 and 24,
  1990; amended by the Fourth Congress, held on March 23,
  1995; amended and supplemented by the Fifth Congress, held on April 9, 1998;

  amended and supplemented by the Sixth Congress, held on April 11, 2001,
  confirmed by the Seventh Congress, held on April 14, 2004,
  amended and supplemented by the Eighth Congress, held on November 29,
  2007, and supplemented by the Ninth Congress, held on November 23,
  2010.

  2010

  Next important year

  The year 2010 was exceptionally successful for the Union of Surveyors and Land Managers in Bulgaria (USLMB). Following the organization of the successful, traditional 20th consecutive international symposium on September 23 and 24 in Albena, and hosting the regular General Assembly of the Council of European Geodetic Surveyors (CLGE), of which USLMB is a member, after collaborating on the organization of the joint meeting of FIG Commissions 3 and 7 in November in Sofia, in early December a meeting titled "Modern Technologies in Engineering Geodesy" was held at the House of Science and Technology in Sofia.

  Current year

  A conclusion regarding the dire state of geodesy was also made by the Union of Surveyors and Land Managers in Bulgaria (USLMB). In an analysis of the situation titled What is Happening to Geodesy and Cadastre in Bulgaria – Is There a Pilot on the Plane?, the surveyors describe the past four years as the darkest and most unproductive period in the history of geodesy in Bulgaria.
  The USLMB recalls that 18% of the country's territory is covered by cadastre maps, but all of this is the result of activities prior to 2009. The repeal of Art. 11 (4) of the Cadastre and Property Register Act (ZKIR), which provided the opportunity to reinvest 75% of the revenues back into the Agency for Geodesy, Cartography and Cadastre (AGCC), was also noted. In this difficult environment, the activities of operating geodetic companies have been severely reduced, and the geodetic sector is being driven toward bankruptcy, the USLMB states in its analysis.
